This study seeks to analyze the unique integration policy and the peculiar alliance strategy pursued by Norway, one of the few members of NATO to continue consistently positioning itself outside of the EEC/EU. The monograph is essentially a first attempt in Russian political science to sum up the historic experience of Russia's northwestern-most neighbor and its record of participation in diverse processes of European integration (from the 1960s to the 2000s) while simultaneously asserting its national interests and maintaining strong positions on the world stage.

Under the impact of the objective processes of European integration and the successful formation of a European geopolitical powcrpolc around the EU, Norway, along with other small states of Europe, has found itself drawn into the complex web of relations with its partners. The issue of the country's membership of the EEC/EU has been and continues to be, both historically and politically, the issue of substantive features of its role and place in Europe and in the world in general. It obviously touches on the area of relations between Norway and Russia, too.

This subject is particularly relevant given the importance of the current stage of integration in Europe and the significant and authoritative role that small states play in contemporary international relations. The monograph combines both theoretical and practical research perspectives. It presents an integrated, system analysis of most recent trends and features of development of contemporary Europe and centrifugal and centripetal forces that fashion European integration, and offers a detailed analysis of the phenomenon of «Norway’s exceptionalism» in these processes.

The study presents a unique concept developed by the author to explain the role and place of the small state in contemporary political processes taking place in Europe. It also looks into many aspects of the policy pursued by Oslo on the international stage, as well as provides a summary and forecasts concerning how the problem of the country’s joining the EU would be dealt with after 2009, the year when the next parliamentary elections are to be held. This provides for the monograph both theoretical significance and a potential for practical, applied use in historical studies and political science, which makes it appealing to a wide readership.

The monograph is meant above all for experts in the area of international relations (particularly Scandinavian and European studies scholars) and political science. It will also be useful for the faculty and under graduate and postgraduate students. The study is unique in its structural composition and its rich illustrative and factual content. Structurally, it consists of the Introduction. 15 chapters comprising five sections, the Conclusion and the Attachment (tables and diagrams, the List of References, and the Name Index). The monograph’s total length is 25 printer's sheets.

A relatively novel typology of «small state» is used in the monograph. It considers Norway as a case study to explore a wide range of problems (economic, political, social, international, security and defense problems, cultural and ethnic issues, etc.) confronted by a vast group of small states of Europe at various stages of European integration. It reveals the specifics and methodology of adaptation to the processes of European integration and of becoming a member of the EEC/EU. The study covers a significant period in the history of Norway (almost half a century) to also show the alignment of forces and the positioning of internal political forces along with the evolution of their views on the momentous issue of the country’s membership of the EEC/EU.

The First Section reviews the national economy and the economic preconditions that help orient the country towards European integration. The high degree of economic interdependence and the desire to sustain trade links with traditional partners who have been constantly pushing Norway towards joining the EU. Despite the influences of external factors and circumstances (internationalization, globalization, and peculiar sub-regional integration) the country remains a robust and quite efficient entity in the global economy system, steadily maintaining leading positions in the economic «race» between the leading world powers.

The Second Section explores the impact of European integration on the social and political foundations of Norwegian society. It reviews in detail the splits and divisions over the issue of EEC/EU membership, internal political struggle, and in particular the national referenda of 1972 and 1994. The attitudes of the ruling circles were greatly influenced by the prospects of the nation becoming more powerful and by the concrete substance of the EEC/EU activities. European integration has led to serious splits among the main classes, strata and social groups. Objective and subjective differences persist among the elite over the implications of joining the European Union. Besides, the problem of the country’s membership of the EEC/EU became closely interlinked with the problems of development of democracy, protection of the environment, positions and actions on the international stage, ensuring national security, etc. This issue led to the division of virtually all citizcns into supporters and opponents of the «united Europe». The ruling circles have failed so far to overcome their internal differences, despite some tactical convergence of positions among bourgeois parties and the social democratic Det norskc Arbcidcrparti on this issue.

The Third Section covers the history of the country’s participation in Europe’s integration associations, both regional (the EEC/EU, EFTA) and sub-regional (Nordic Council, Nordic Council of Ministers, Barents Euro-Arctic Council). With all Noway’s rich heritage and long history of links with continental Europe, the country still chose a special policy towards the EEC/EU. The vision for the development of these tics with the EU was taking shape in parallel with the country’s participation in other blocks, alliances and sub-regional associations. This assured Oslo a multi-tier system of integration interrelationships. These links have also been consistently supplemented by multilateral and bilateral forms of cooperation. At the same time, the history' of the development of European integration indicates the presence of significant differences between Norway and continental Europe. The country' relies on its own national idea — the role of a significant oceanic power and a relatively influential Arctic power.

The Fourth Section deals with the most important economic and political issues of relations between Norway and the EU. It pursues full-fledged cooperation in the economic area (foreign trade, fisheries, maritime traffic and law, monetary and financial cooperation, use of energy resources, etc.) and maintains close political links with individual EU member states and the European Union in general as a group. It is indicative that thanks to the growing economic potential of Norway its role in the economy and politics of integrating Europe has been steadily growing. The country’s relations with the European Union have become so close and coordinated (pursued both on bilateral and multilateral basis) that it leads to a logical conclusion that a practical integration of the country has taken place, without obtaining formal legal status.

The concluding Fifth Section reviews the country’s security policy in the context of NATO’s transformation and modification of the system of political relations within the European Union, in particular the Common Foreign and Security Policy (CFSP). Norway’s self-determination depends on how' the key «pivotal» dilemma between Atlanticism and Europcanism is solved. The issue of strategic security still lies within the geopolitical triangle of «Europe - the United Stales — Russia» (given the «April 9, 1940 syndrome» plus the forty years of the Cold War experience). Components of Norway’s Atlantic and European policies proved hard to reconcile. In the post-bipolar wro rid, interdiffusion of the

(wo key doctrines, Atlanticism and Europcanism, took place in the workings of NATO and the EL, which is reflected in the security policy of Norway and other states of the Old Wbrld.

The author’s main scientific hypothesis is that Norway, despite the rejection of membership in the referenda of 1972 and 1994, has in effect become an organic part of the integrating central zone of Europe, an important and virtually informal member of the Union. While in the CFSP area Big Brussels and Oslo take caution to politically distance themselves from one another, there are no particular barriers between them in the sphere of economic relations. Despite a number of difficulties and problems that arise between the partners, the Norwegian economy is now firmly integrated into the material and technical and economic complex of the European Union.

Oslo chose selective ties of a drifting nature as a model of its integration policy. It is shaped by purposeful, deliberate policies of the government and the influences of a host of objective factors, including largely spontaneous internal forces: the opposition to the European idea on the part of the majority of the population, the split among the elite and the lack of overriding public support for the country’s membership of the EU. The Norwegian European integration model is a kind of a challenge to the European Project in its current form: it encourages greater awareness of one’s national identity in other EU member states. It cannot be explained solely by the «special course», shaped largely by the super profits from oil and gas exports and (he desire of large groups of (he population to preserve their traditional way of life. The staunch, adamant rejection of the EU has been fueled by the desire to retain own levers for social and economic development and protect the domestic industries and, most importantly, the national state identity. Underlying this special policy is a conflict between the post-modernist megastructure, embodied by the European Union, and the model of a traditional state in the modern era, which Norway sticks to with persistence (the same as Russia) and success.

Norway’s historical experience of integration after the two national referenda of 1972 and 1994 represents a unique and instructive experiment for the entire contemporary Europe. This model should be recognized as a most valuable political resource. It vividly demonstrates the right and the practical possibility in the context of (he widening and deepening processes of European integration - to assert the vision of a socially stable, competitive, fundamentally independent and efficient state as a successful national project.

Her brukes det ogsa en relativt ny typologi - typologien for et lite land (a small state).
